ELBERT - so what was all the hoopla that we attended? Is it just a matter or dates?

It's just a matter of the Prime Minister signing it before it can go into effect. Sorta what we have been waiting on for the last 3 years.
Can't collect any park fees, control any development or stop any fishing until he does.
This might have been explained before the band started playing and the guys wanting to be elected gave their speeches, smiling and patting each other on the back saying what hard work it was but if they waited till it was signed it might have been after the election. The election is over and still no reserve.
