Q: If I were to go to Havana via Cancun and buy a box of Cohibas can I bring them back into BZ without import duty?

Yes, you can bring in tobacco via Mexico up to a certain amount.

When I got back to Houston a couple of weeks ago the customs guy asked "did you bring anything back with you?" I said yes, I have 2 cigars. He said "they arn't cuban are they"? I said no, I think they were rolled in San Pedro. No body questioned it any more and they had no bands on them.

Ok, you need to take the bands off (Belizean cigar story) and mail them to yourself from Belize, or fold them up in your wallet. You can only bring Cuban cigars into the US if on official business to Cuba (sports team, Gov't trip, etc.).

You can bring them into Belize in tact.
