I agree that catch/spay/release is not an answer. Coming from someone who has put down my fair share of animals-using several methods; turning dogs loose is not fair to the citizens or the dogs. Over populations MUST be euthanized and measures taken to prevent repopulation. It should begin with personal responsibility, but unfortunately it begins with law enforcement and the creation of ordinances that make animal ownership a priority to people. Some people only understand penalties whether they are financial or otherwise. As long as San Pedro allows unchecked numbers of dogs on the island and allows those dogs to breed without penalty to the irresponsible owner, they will have this problem. The key word here is animal CONTROL. I think you will find that when fines and community service become the norm, people will suddenly care more about their animals or refuse to own them.


Nothing is foolproof to a sufficiently talented fool.
