The Caye Caulker Village Council invites all property owners who have an outstanding property tax balance to come in to make full payment at the CCVC office and receive a 25% discount before January 31st 2019.

FOR ALL THOSE PROPERTY OWNERS WHOSE TAXES ARE UP TO DATE AND WHO WISH TO COME IN TO PAY FOR THE NEW TAX YEAR, YOU WILL RECEIVE A 5% DISCOUNT ON YOUR TAXES WHEN PAYMENT IS MADE BEFORE APRIL 30TH 2019.

So if you pay your property tax every year you get 5% discount and if you do not pay your property tax you get 25% discount later. My question is why should you pay the property tax in the first place then?

Seems to me that if you want people to pay what they owe, it would make more sense to fine anyone who hasn't paid 5% and give everyone who does a 25% discount. Then again, the taxes are so low (we live in a part of the U.S. where our property taxes are rediculously high) that no discount really is necessary for what you should be doing anyway!
